Medicaid, by definition, serves the families and individuals with incomes so low that without it they would not be able to get the health care coverage that they need.
But a budgetary crisis and a backlog of unpaid bills to providers have raised the threat that services may be cut off if the state cannot pay. Last Thursday, Gov. Pat Quinn put forward a plan to patch the holes.
